STUDI PENILAIAN INDEKS KINERJA IRIGASI DAN ANGKA KEBUTUHAN NYATA OPERASI DAN PEMELIHARAAN (AKNOP) PADA DAERAH IRIGASI SURAK KECAMATAN LAWANG KABUPATEN MALANG

Abstract

Pengelolaan Aset Irigasi dibutuhkan sebagai manajemen untuk aset irigasi sehingga dapat terus mempertahankan kondisi dan fungsi dari aset tersebut. Daerah Irigasi Surak mempunyai bangunan pengambilan yang terletak pada Kecamatan Lawang Kabupaten Malang. Saluran Primer Irigasi Surak berada pada sepanjang jalan nasional melintasi Kecamatan Purwosari Kabuapten Pasuruan. Dari hasil inventarisasi data awal yang didapatkan pada tahun 2018, terdapat 2 titik kerusakan yang ada pada saluran dan setelah dilakukan inventarisasi ulang menjadi 21 titik kerusakan yang terdiri dari 1 bangunan liar yang terdapat pada tengah saluran, 14 kerusakan lining saluran, dan 6 saluran yang dipenuhi oleh sedimen dan sampah. Untuk indeks kinerja irigasi dari Daerah Irigasi Surak mendapatkan nilai sebesar 77,56% (Kondisi Sedang) dimana untuk aspek prasarana fisik sebesar 39,1%, aspek ketersediaan air 5,4%, aspek indeks pertanaman sebesar 4,4%, aspek sarana penunjang O&P sebesar 7,8%, aspek organisasi dan personalia sebesar 10,8%, aspek dokumentasi sebesar 3,8%, dan aspek perkumpulan petani pemakai air sebesar 6,3%. Perhitungan prioritas Daerah Irigasi Surak dengan menggunakan metode ranking dimana mengurutkan dari nilai aset terendah ke tertinggi. Sehingga didapatkan hasil dimana 24 aset dengan kondisi sedang, 43 aset dalam kondisi baik, dan 146 dalam kondisi baik sekali. Untuk perhitungan AKNOP didapatkan sebesar  Rp. 1.561.741.648,82 dengan Rp. 208.506.890,00 untuk biaya operasi dan Rp. 1.353.234.758,82 untuk biaya pemeliharaan. Sementara untuk penanganan rehabilitasi nya didapatkan untuk 24 aset membutuhkan pemeliharaan berkala bersifat perbaikan, 43 aset membutuhkan pemeliharaan berkala bersifat perawatan, dan 146 aset cukup dilakukan pemeliharaan rutin.

 

Irrigation Asset Management is required as management for irrigation assets to maintain the value of asset’s function and condition. Surak Irrigation Area’s intake building is located in Lawang Subdistrict, Malang Regency. Surak Irrigation Primary Channel is located along the national road, passing through Purwosari Subdistrict, Pasuruan District. From the intial data that obtained in 2018, there were 2 points of damage in the channel. After resurveying in 2020, there are 21 points of damage consisting of 1 illegal building in the middle of the channel, 14 points of damage to channel’s lining, 6 section of channel that filled with waste and sediment. For the irrigation performance index of the Surak Irrigation Area yield the value of 77.56% (moderate condition) where for the physical infrastructure aspect is 39.1%, the water availability aspect is 5.4%, the planting index aspect is 4.4%, the operation and management supporting facilities aspect is 7.8%, organizational and personnel aspect is 10.8%, documentation aspect is 3.8%, and Irrigation user farmer association aspects are 6.3%. Calculation of the priority of Surak Irrigation Area is using the ranking method, which ranks from the lowest to the highest asset value. So that the results obtained where 24 assets are in moderate condition, 43 assets are in good condition, and 146 are in very good condition. For Real Cost Value of Maintaining and Operating Irrigation calculation, it is Rp. 1,561,741,648.82 with Rp. 208,506,890.00 for operating costs and Rp. 1,353,234,758.82 for maintenance costs. While for rehabilitation, it is found that 24 assets need regular maintenance and repair, 24 assets need regular maintenance, and 146 assets need to be done routinely.
