STUDI PENENTUAN PRIORITAS PERBAIKAN ASET IRIGASI DI DAERAH IRIGASI KEDUNGREJO KECAMATAN PILANGKENCENG KABUPATEN MADIUN

Abstract

Irigasi memiliki peranan penting bagi peningkatan produksi pertanian guna mencapai kedaulatan pangan nasional. Akan tetapi pada kenyataannya, pengajuan dana untuk keperluan pengelolaan jaringan irigasi dari tahun ke tahun tidak selalu terpenuhi sesuai kebutuhan. Oleh sebab itu, dibutuhkan penyelesaian masalah berupa penentuan prioritas perbaikan aset irigasi agar penanganan dapat dilakukan dengan optimal. Data inventerisasi jaringan irigasi digunakan sebagai input. Studi ini menggunakan Kriteria dan Bobot Penilaian Kinerja Jaringan Irigasi yang telah dimodifikasi. Selain itu, uji statistika yang digunakan adalah Uji Kruskal-Wallis dan Uji Mann-Whitney. Software Google Earth dan Arc-GIS digunakan untuk mempermudah dalam mengetahui kondisi dan penanganan seluruh aset. Hasil dari studi ini yaitu Daerah Irigasi Kedungrejo mempunyai kondisi aset irigasi dengan kondisi baik sekali sebesar 9,76%, kondisi baik sebesar 36,59%, kondisi sedang sebesar 48,78%, dan kondisi jelek sebesar 4,88%. Ranking tertinggi (ranking 1) ditempati oleh masukan pembuang (B.KR.1m), masukan pembuang (B.KR.1w), dan terjunan (B.PL.2a). Ranking terendah (ranking 82) ditempati oleh tangga cucian (B.KR.1c), masukan pembuang (B.KR.1k), jembatan (B.KR.1t), jembatan (B.KR.1u), jembatan (B.KU.3a), jembatan (B.SI.1a), jembatan (B.SI.5a), dan jembatan (B.BD.2a). Analisis data melalui uji statistik (Uji Kruskal-Wallis) mendapatkan H(6,639) ≤ X(0,05;5) (11,070) maka kesimpulan statistik terhadap hipotesis yang diajukan tidak ada perbedaan yang berarti menerima H0 dan menolak H1.

Irrigation has an important role for increasing agricultural production in order to achieve national food sovereignty. However, in reality, proposing funds for irrigation network management needs from year to year is not always met as needed. Therefore, problem solving is needed in the form of prioritizing the improvement of irrigation assets so that the handling can be done optimally. Irrigation network inventerization data is used as input. This study uses the Criteria and Weight of the Irrigation Network Performance Assessment that has been modified. In addition, the statistical test used is the Kruskal-Wallis Test and the Mann-Whitney Test with the consideration that the data obtained are in the form of ranking. Google Earth and Arc-GIS software are used to make it easier to find out the condition and handling of all assets. The results of this study are Kedungrejo Irrigation Area which has an irrigation asset condition with a very good condition of 9.76 %, a good condition of 36,59 %, a moderate condition of 48,78 %, and a bad condition of 4.88 %. In addition, the highest ranking (1st ranking) is occupied by Drain Inlet (B.KR.1m), Drain Inlet (B.KR.1w), and Cascade (B.PL.2a). The lowest ranking (82th ranking) is occupied by Laundry Ladders (B.KR.1c), Drain Inlet (B.KR.1k), Bridges (B.KR.1t), Bridges (B. KR.1u), Bridges (B.KU.3a), Bridges (B. SI.1a), Bridges (B.SI.5a), and Bridges (B.BD.2a). Data analysis through statistical tests (Kruskal-Wallis Test) get H (6,639) ≤ X(0,05;5) (11,070) then the statistical conclusions on the hypothesis proposed there is no difference that means accepting H0 and rejecting H1.
