STUDI PERENCANAAN POLA OPERASI WADUK SURUMANA UNTUK KEBUTUHAN AIR BERSIH DAN IRIGASI KABUPATEN DONGGALA PROVINSI SULAWESI TENGAH

Abstract

ABSTRAK
Waduk Surumana terletak di Desa Ongulara, Kecamatan Banawa Selatan, Kabupaten
Donggala, Provinsi Sulawesi Tengah diharapkan mampu memenuhi kebutuhan air untuk
penyediaan air bersih Kabupaten Donggala serta air irigasi untuk lahan seluas 2100 hektar.
Perencanaan pengoperasian waduk sangat diperlukan, agar kebutuhan yang direncanakan
dapat terpenuhi. Studi ini menggunakan empat keandalan debit (debit air cukup 26,02%,
debit air normal 50,68%, debit air rendah 75,34% serta debit air kering 97,30%) yang
dihitung menggunakan metode karakteristik aliran (flow characteristic). Dalam
perencanaan pedoman pola operasi waduk, semua hasil perhitungan dianalisa
menggunakan metode simulasi pola operasi waduk berdasarkan karakteristik tampungan
(rule curve). Simulasi pola operasi waduk menggunakan empat keandalan debit inflow,
kebutuhan debit outflow serta data teknis waduk. Dari hasil perhitungan, air irigasi yang
dibutuhkan sebesar 71,799 juta m3 serta air bersih sebesar 1,227 m3/detik. Hasil simulasi
pola operasi Waduk Surumana menghasilkan debit rerata lepasan sebesar 2,502 juta m3
untuk berbagai kondisi keandalan. Rerata kebutuhan air irigasi yang dapat dipenuhi seluas
1288,9 hektar dan air bersih sebanyak 147325 jiwa untuk berbagai kondisi keandalan.

ABSTRACT
Surumana Reservoir is located in Ongulara Village, South Banawa Subdistrict, Donggala
Regency, Central Sulawesi are expected to fulfill water requirements for clean water
supply in Donggala Regency and irrigation water for 2100 hectares. Reservoir operation
planning is very necessary, so that planned requirements can be fulfilled. This study were
used four discharge reliability (enough water discharge 26,02%, normal water discharge
50,68%, low water discharge 75,34%, and dry water discharge 97,30%) which was
calculate using flow characteristic method. For planning the reservoir operation guideline,
all calculation results was analyzed using simulation method of reservoir operation
pattern based on Rule Curve. Simulation of reservoir operation patterns were used four
inflow discharge reliability, outflow discharge requirements and reservoir technical data.
From the calculation, irrigation water requirements was 71,799 million m3 and clean
water was 1,227 m3/second. The average outflow result of operation pattern simulation at
Surumana reservoir was 2,502 million m3 for various reliability conditions. The average of
irrigation water requirements that can be fulfilled was 1288,9 hectare and clean water was
147325 people for various reliability conditions.
